The Commonwealth Government has committed to produce a White Paper on the Reform of the Federation. In a Discussion Paper various reform options are considered for health, education, housing and homelessness. The reform options are "without prejudice" with a view to generate public discussion about how reform should proceed. The Discussion Paper is a "working draft" preceding the release of a Green Paper. Chapter 4: Key Areas Reform considers the various proposals for health, education, housing and homelessness. The housing and homelessness options are threefold - a split system manager, a shared system manager and States and Federations have full responsibility. (pp 75-87) Under split system manager - States and Territories would have full responsibility for funding, policy , service delivery and regulation of social housing and homelessness services with Commonwealth retaining full responsibility for Commonwealth Rent Assistance. Under a shared system manager - housing and homelessness services would continue to be jointly funded by the States and Territories and the Commonwealth and the Commonwealth would have full responsibility for Commonwealth Rent Assistasnce. Under States and Territories have full responsibility - Commonwealth has no real involvement and would no longer provide Commonwealth Rent Assistance.
